Impact of Legal Regulation on the Development of Library Activities in Serbia


Summary
Even though the culture is essentially based on freedom, creative work and unconstrained development of human creativity, the indisputable fact is that it could not survive without the appropriate use of state-legal instruments which are in function of its quality development. Thus, the legitimacy of state intervention in the cultural field is required in relation to the cultural heritage, which is necessary to protect as the public good, but also in relation to the cultural and artistic creativity that should be supported and encouraged. The aim of this paper is to highlight the importance of understanding the impact of state and legal instruments on the development of library activities in our country since this can determine not only the general level of legal regulation of culture, but also the level of impact that is achieved in this domain by each of the instruments individually. On this basis, by combining these data it is possible to precisely create policy and potential of future role of the legal regulation in the development of our entire culture, but also in the development of each of its parts, such as the functioning of our library system.
In that way, the system of impact of the law on the culture is set to the position that has enormous possibilities for various forms of incentive activities, which are immensely important for its future general and individual development.
