Summary
This work describes the history, work organization and responsibility of the church and state institutions of the Municipality of Herceg Novi towards the library of the monastery Savina, as one of the most important libraries of the religious communities in Montenegro. Handwritten liturgical books brought from the monastery Tvrdoš beside Trebinje are the most precious part of the library fund. Although the library is abundant in treasures, it has not been a subject of a serious research for a long time, since the collection was not available. Dimitrije Bogdanović was the first to describe all of the thirty-seven manuscripts in a concise Inventory of manuscripts of the monastery Savina, in 1977. Today, the library owns a rich fund of monographs and periodicals, arranged according to the international standards ISBD(M) and ISBD(S). This job has been done professionally, in cooperation with the City Library and Reading Room Herceg Novi. The legal regulation according to which the state of Montenegro and owners of cultural heritage are obliged to take certain measures in order to identify the cultural heritage, preserve it and present it not only in the region but wider, is also the subject of this study. The technological development of the society which occurred in the last few decades has been significantly affecting the area of librarianship, bringing revolutionary changes. The process of digitizing offers significant possibilities. Digital bases of specialized funds preserve cultural, artistic and historical heritage of a nation, and enable scientific progress of a community. It is necessary to establish cooperation on the local, state and international levels in order to raise awareness of importance of the funds of this library for preserving the religious and historical values of the local community.
