Issues of Public Procurement of Books in Libraries


Summary

This paper presents an overview of the procedures for small value public procurement and explains its importance, with particular reference to the issues of public procurement of books for libraries. It explains why books cannot be treated in the same way as other goods, and why the purchase of books for libraries should be placed in the category of procurements to which the Law on Public Procurement does not apply. Existing legislation in this area does not contribute to achieving „savings in budgetary spending”, but generates additional costs and makes public procurement less efficient and uneconomic. It enables distributors to participate in the procurement process and eliminates publishers from the „market competition”, which certainly does not contribute to the realization of the principle of competition.
