International Information Relations: Digital Divide and Initiatives for Its Bridging


Summary

Phrase the digital divide entered the public discourse in 1995 referring to inequalities in access to information and communication technologies (ICT). However, soon it became clear that physical and economic access represented only one dimension of the possible digital divide. Besides the additional elements that are inevitable part of the digital divide nowadays, such as speed and quality of access, another wave of the digital divide has emerged: skills, competencies, participation, engagement and use of provided ICT resources. This paper provides an overview of the phenomenon of the digital divide and examines the role of libraries in the international information relations, particularly dealing with the possibilities they offer for its bridging, such as equipment and training courses.
